Neptune does not have a Union? What sets your salray rates, vacation, sick leave, etc.?

We are the Borough of Neptune City, we have an employee policy manual.
Our salaries are set by salary ordinance and resolution by the governing
body. I believe the Township of Neptune may have union contracts. Hope
this helps.
