Dear Monmouth County Prosecutor's Office,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Any and all records related to the investigation and arrest of Christian Kohl for the Possession of Child Pornography, Attempted Endangering the Welfare of a Child and Attempt to Provide Obscene Material to a Child, including but not limited to any and all National Center for Missing and Exploited Children (NCMEC) complaints and complaint numbers, Investigation and Supplemental Investigation reports, arrest reports, sentencing reports, and any and all reports and report numbers of any reports/communication made to the NJ State Police or to or from local police departments, the Ocean County Prosecutor’s Office and HSI, related to the investigation and arrest of Christian Kohl by members of the Ocean County Prosecutor’s Office High Technology Crime Unit regarding a search warrant executed on or about August 15, 2024 in Brick, NJ. Included in the request would be any investigations conducted by any member of the Monmouth County Prosecutor’s Office related to Christian Kohl related to the August 15, 2024, arrest of Kohl. Good morning Mr. Boero,
I am writing to request clarification of this request, specifically the portions referencing "any and all records" related to this investigation, "any and all reports and report numbers of any reports/communications" made to various other agencies, and "any investigations conducted by any member of the (MCPO)" related to this defendant.
While other portions of this request do cite specifically identifiable government documents, these excerpts as worded render the overall request overly broad. A valid OPRA request must exclusively cite specifically identifiable government records, to include the type, and may not encompass a blanket request for an unspecified type or universe of "any and all" records.
