In an effort to streamline this response, I will clarify and request a less broad search. Again, I will submit this as a separate request if needed.
Please provide any and all emails to and from the office of the Chief of Police and Chief Robert Dolan that include one or all of the following in the subject or body of the email: Captain, Vincent, Vin, Vinny, Vinnie, Manco, donate, donation, and donated. The request is for emails from July 1, 2023 until present (August 28, 2023). If need be, I will resubmit the request.
As you can see, the key words have been minimized as well as the time frame of only two months rather than the original request of a year. That being said, scare tactics and holding documents hostage by inflating the cost by using “Chief Robert Dolan’s base rate to review and redact sensitive emails” as stated in your reply is not necessary. The Office of the Chief of Police has a Confidential Aid, with an hourly rate that is a fraction of what you cited previously. Surely this complies with N.J.S.A. 47:1A-5(c).
I hope with the revised request and suggestion not to use the highest paid employee to review documents, Manchester Township can fulfill the request and show the upmost transparency and professionalism it purports to be. I look forward to your response.
