"The plan area includes areas that were deemed in need of redevelopment through the Downtown Development District Renewal Area redevelopment study (Block 17) and areas deemed in need of rehabilitation through the adoption of a resolution in 1977 pursuant to NJSA 40A:12A-14.b and is based on the designation of New Brunswick as a qualified municipality pursuant to P.L. 1975, Ch. 104 as memorialized in R-107801."

Please provide a copy of the resolution identified as R-107801 above.
