Camera Footage
Dear Long Hill Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Body worn camera footage of all fire department assists performed between 7-1-25 and 7-14-25
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
The maximum authorized cost is $0.
Yours faithfully,
Tony Michael
Good Morning,
I am writing regarding your OPRA request 2025-23422. I need some clarification on your request.
The first clarification is the type of record you are requesting. I believe it falls under one of the following:
1. All fire calls in which police responded to during the requested time-period.
2. Only fire calls that consisted of actual fires during the requested time-period.
3. Only fire calls where our officers responded and have video footage of responding fire assets.
Please identify which scenario you are requesting. If you are requesting a different version of events, please specify.
The second clarification is your request to pay $0 for the release of BWC footage. All BWC footage needs to be reviewed and possibly redacted. The GRC provides that the custodian may charge a special service fee for this service as well as a fee for the storage device used (if used). The Township of Long Hill has codified a special service fee of $0.49 per minute of review and redaction. As a rule of thumb, we estimate that every hour of video equals 4 hours of review. Currently, with the BWC footage I have identified for your request, video time is at 264 minutes. That is approximately 1056 minutes of review and redaction time. This may change based off your response to the first clarification question. This is an estimate and times may vary. Please identify if you would like to proceed with this process.
Upon your response to my clarification request, I will provide an official agency estimate for the cost of review and redaction of the BWC footage. This will give you a second chance to decide if you would like to move forward with this process.
Finally, I would like to also inform you that all requests for BWC in Morris County NJ are required to be reviewed by the Prosecutor's Office. We have submitted the request for review but have not heard back at this time. We anticipate that the BWC footage WILL be cleared for release, but we cannot continue forward until they respond. This may delay our response to this request. If there is a delay beyond your response to this request for clarification, I will contact you with a request for an extension.
Thank you.
