Attached you will find the responsive records to your OPRA request that we
received on April 7, 2022.
The video footage from this motor vehicle stop has been redacted in
accordance with N.J.S.A. 47:1A-1, to remove personal identifying
information that would violate a citizen's reasonable expectation of
privacy.  There were also redactions of computers in accordance with
N.J.S.A. 47:1A-1.1, which exempts the release of security and surveillance
information.
You will receive an email link from Evidence.com to download the camera
footage.  If you do not have an account with them, it is free to create
one and must be done before the footage can be downloaded.
Your request indicated that you were also seeking this information under
the common law.  However, you did not provide any reasons why your
interest in the records, and more specifically the withheld information,
outweighs the need for confidentiality of those records.  Therefore,
because the Borough is unable to analyze in accordance with the New Jersey
Supreme Court decision in Loigman v. Killelman, 102 N.J. 98 (1996), your
request under the common law is denied.
This concludes the response to your OPRA request.
