Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.

Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), please provide copies of the following government records.
Please take notice that under New Jersey statutory law (N.J.S.A. 47:1A-10) and established case law (Kovalcik v. Jersey City Police Dept.), an individual’s name, title, position, salary, payroll record, and length of service are explicitly deemed public records and are not subject to the personnel privacy exemption.
Please provide access to, or copies of, the following specifically identified records:
1. Mandatory Statutory Personnel & Compensation Records. The official hire resolution(s) and/or formal authorizations passed by the Borough Council approving the employment, job title, and initial compensation for Dennis Dayback and Paula Cavalier. The individual payroll history ledgers or certified payroll records from the initial date of hire to the present date, showing the base salary, any stipends, longevity pay, bonuses, or additional compensation paid to Dennis Dayback and Paula Cavalier. The actual timesheets, electronic timecard punch logs, or official work schedules for Dennis Dayback and Paula Cavalier covering the last 60 days.
2. Position Creation & Structural Salary Authorization Records
The specific Borough Salary Ordinance and any subsequent amendments establishing the salary ranges and authorizing the creation of the specific job titles held by Dennis Dayback and Paula Cavalier. The official Job Descriptions adopted by the Borough governing the duties and qualifications required for these specific positions.
3. Public Recruitment & Vacancy Certifications
The Borough Personnel Requisition Form or internal administrative authorization certifying that a vacancy existed prior to the hiring of Dennis Dayback and Paula Cavalier. Any public notices, advertisements, website job postings, or Civil Service certifications utilized to publicize these specific vacancies to the general public prior to the selection of the hired individuals.
In the event that no public posting, advertisement, or recruitment notice was issued, please provide the specific written policy, collective bargaining agreement provision, or council authorization permitting a non-advertised, direct appointment for these specific titles.
4. Communications Regarding Position Funding and Creation. All internal emails, text messages, or written correspondence sent or received by the Municipal Administrator, Mayor, or members of the Borough Council regarding the creation, funding, or scheduling of the positions filled by Dennis Dayback and Paula Cavalier, limited to a 90-day window surrounding their respective dates of hire.
