Dear Branchburg Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Response: Good Afternoon - The BWC footage requested is subject to a
special service charge in compliance with the Municipal Code of the
Township of Branchburg, as outlined below, due to the extraordinary
effort involved in the mandated redaction process. The attached document
outlines the calculation of the required fee. This fee must be paid
prior to the redaction process commencing. Please forward a check
payable to the Township of Branchburg, 1077 US Highway 202 North,
Branchburg, NJ 08876, Attn: Clerk's Office and reference OPRA Request
#26-0540.

Dear Branchburg Township,
The attachment you have provided is not accessible for viewing. Further more I would like to inquire the job title and hourly rate of the person that would be assigned to conduct the redaction to ensure compliance with N.J.S.A. 47:1A-5(c).
Additionally, with the interaction between the lieutenant and the individual conducted in public view, with no bystanders, juveniles, or private information spoken, the request for justification for the extensive redaction being necessary.

Attached is another copy of the file provided to you in your OPRA request in
both excel and pdf format. The total cost for the review and any required
redaction of the BWC footage is $11.16. This fee is in compliance with our
Municipal Code Chapter 2-23.4(d). It is administrative standard that it requires
4 hours of staff time to review and redact 1 hour of BWC video. Therefore, the
rate per hour for BWC footage redaction is $140 per hour as outlined on the
attached spreadsheet.
If you would like the Police Department to proceed with the review and redaction
of the BWC footage, please forward the appropriate fee as outlined in our
response. Upon receipt of the fee, we will commence the review and redaction.
