The New Jersey Open Public Records Act defines a government record as all records that are made, maintained, kept on file, or received in the course of official business. N.J.S.A.47:1A-1.1. The OPRA statute does not require that a document be created in response to a request. The documents you have been provided in response to your request bearing OPRA # 23.05_351 are true copies of the actual documents maintained in the city files. We do not have electronic versions of these documents in any format other than the PDF format as supplied. The City of New Brunswick will not create a new document solely for the purpose of responding to your request. Thank you.
