Please be advised that the documents I had were sent to you on 2/28/2024. Per below OPRA does not require a municipality to create documents to satisfy an OPRA request. Your request is completed.
Your OPRA request is denied on the basis that “OPRA does not require public agencies to create records,” Sussex Commons Assocs., LLC v. Rutgers Univ., 210 N.J. 531, 544 (2012), nor does OPRA countenance “[w]holesale requests for general information to be analyzed, collated and compiled by the responding government agency” and “is not intended to be a research tool that [requestors] may use to force government officials to identify and siphon useful information.” In re N.J. Firemen’s Ass’n Obligation, 230 N.J. 258, 276 (2017).
