Beverly Police Department Open Records Request
Dear Beverly City,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Bodycam and dashcam of the incident in case number 2024-00004285 involving Dailey, Stevie A.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Ciaran Johnson
Good afternoon,
I hope this email finds you well. Due to a significant staff shortage, and there being well over several hours of footage that needs to be reviewed for possible redactions, I am kindly requesting an extension to fulfill this OPRA request. I anticipate being able to provide the requested videos no later than Monday, December 23rd.
Thank you,
Caitlin A. D'Alfonso, RMC/CMR

Good morning,
I have all the available body camera and dash camera footage ready as requested. Unfortunately, since there are 18 separate videos, I am unable to provide them via the City's cloud-share service or email (the file size is too large). I was, however, able to successfully transfer them all to a USB drive. Would I be able to mail you the USB drive with the requested footage? The USB can also be picked up. Please let me know if either of these options work for you.

Dear Caitlin D'Alfonso,
I would like to narrow down my request to only the arresting officers body camera and the arresting patrol vehicle dash cam. Thank you
Yours sincerely,
Ciaran Johnson
Good afternoon,
Please see the attached response letter. Please also see the below link to a cloud-share service to access the requested videos:
https://www.dropbox.com/scl/fo/9s2zcpt7x...
Please let me know if you have any trouble accessing them.
Please note that there is additional body worn camera and dash camera footage from the arresting officer available, but I was unable to include them in the link because they exceeded the available file size. The videos unable to be attached include the following:
- Dash camera footage: it is the same video provided in the above link, just at a slightly different angle.
- Rear dash camera footage: the video does not show the incident. It is video footage of the empty backseat of the patrol vehicle during the length of the traffic stop.
There is also dash camera and body worn camera footage available of the arresting officer performing a routine vehicle check prior to the start of his shift. They do not include any footage of the incident.
If you would like any of the above mentioned videos that have not been included in the link, please let me know.
