We are in receipt of your OPRA request dated June 23, 2026, seeking access to "All email correspondence between Kathleen McNamara and John Merla from 11/1/2025 to 6/23/2026."

As submitted, your OPRA request is invalid. In order for an OPRA request requesting email communications to be valid, all three of the following requirements must be met:
1. Specific job title(s), position(s), or account(s) to be searched (It shall be sufficient for a requestor to identify specific individuals by the individual's job title and position.) 2. Specific subject matter (The request must identify the topic of the communications.) 3. Confined to a reasonable time period.

Your request does not provide a specific subject matter. Because the request does not contain the information required pursuant to OPRA, the Borough is unable to process it as submitted.

This response is not a denial of access to government records. You may submit a revised OPRA request that includes the information required under OPRA and the Borough will process the revised request in accordance with the Open Public Records Act.

Dear Keyport Borough,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.
