Active911 Call Data - March 2019
Dear Lacey Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Please provide an export of the fields of digital data contained within the Active911 dispatch software in electronic spreadsheet (Excel or CSV) format detailing all alarms / calls for the period of March 1st, 2019 to March 31st, 2019. This request is for the Active911 data maintained by Lacey EMS, Lanoka Harbor EMS and the Forked River Fire Department.
I am requesting all columns of the fields of data in spreadsheet / excel electronic format, which include: id received sent priority description details external_data place address unit cross_street city state lat lon coordinate_source source units cad_code map_code map_id alert_key messages responses
The Active911 web interface should allow this data to be exported in CSV or similar original electronic format from the "alarms" tab of the web interface. Dear Lisa Monbleau,
Please allow me to clarify my request, as I believe the Police Department may have been confused about what I am requesting. The records I am requesting are not held by the Police Department or Sheriff's Office, Active911 is an app that is utilized by the EMS squads and fire departments. I am in possession of a screenshot of Active911's system showing that accounts have been created in the names of those agencies, which is why I filed an OPRA request with the Township seeking this data.
I have received this same data from other municipal clerks on behalf of volunteer departments. If there is anything else I can clarify please let me know.

I resent this your request to the Police Dept. and they have nothing on this. We do not have that Active911 app. That is an app that the First Aid's use and they are their own entity. You can reach out to Lacey EMS or Lanoka Harbor First Aid for their information on that.

The NJ Appellate Division has upheld that organizations such as Lacey Township EMS and First Aid are not covered by OPRA.
They operate independently and their officers and leadership are not appointed by the Township of Lacey. They do not conduct public business and they are a registered non-profit.
This is uniquely different than the fire department which operates under the Township authority and ultimate control. The NJ Appelate Division has upheld Brooks v. Tabernacle Rescue; just because the Township authorizes the agency to operate and provides some operating funding this does not subject the organization to OPRA.
