A request for the copy of the 2019 Dog Master List

The request was successful.

Dear Marlboro Township,

This is a request for public records made under OPRA and the common law right of access. I attest that I have never been convicted of a crime. I am not required to fill out an official form. Please acknowledge receipt of this message.

Records requested:

I am requesting an unredacted copy of the current 2019 dog master list. I would like to see a copy of those records that list the name, address and phone number of all individuals that have been issued a dog license for the year 2019. I want to see all of the information on those documents that list the dog breed, dog age, dog owner, dog owner's address, and dog owner's phone number.

If you have any questions regarding this matter, please contact me.
Yours faithfully,

James McMahon

Dear [email address],

The date that you should have responded to my OPRA request was not August 6, 2019. It was earlier than that. I am well aware that Marlboro Township is only open for business four days a week. That said, Marlboro Township cannot legally define what constitutes a legal business day insofar as that term is used in a state statute. As far as OPRA requests are concerned, Fridays count as a legal business day, the fact that many Marlboro Township employees do not work on Fridays notwithstanding.

Why do you need a 6 day extension? You are legally required to provide the information that I requested. Providing that information is, I would imagine, a very simple matter. When I request to see the Dog Master Lists from other townships in New Jersey, those towns comply with my OPRA requests rather quickly. Why is Marlboro different?

Yours sincerely,

James McMahon

Suzanne Branagan, Marlboro Township

We received your OPRA request July 24, 2019. Our date to respond is August 6, 2019, seven business days beginning July 25th. Required legal consultation and the person who has the responsive records is on vacation is the reason for the extension.
