Dear Delaware River Basin Commission,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested: all existing recordings of public meetings held in 2024.

My preferred delivery method for response(s) to this request is by E-mail as attachments. However, I recognize that many recordings, especially video recordings, are too large to send via email. If that is the case, I can recommend: 1) uploading the recordings to a Google Drive folder and sharing it with my Google account: ckratovil, or 2) using the free service WeTransfer to send the recordings to my email address: [email address]

I am also open to other methods, including picking up a flash drive or CD/DVD at your office, or receiving the same via US mail at our PO Box: #3180, New Brunswick, NJ 08903. For future reference, please be advised that the Delaware River Basin Commission (“DRBC” or “Commission”) is a compact agency created under Article I, sec. 10, cl. 3 of the U.S. Constitution, comprised of four states and the federal government. Accordingly, DRBC is not subject to New Jersey’s Open Public Records Act, but has its own regulations for public access to records and information, which are codified at Subpart H of the Commission’s Rules of Practice and Procedure (“RPP”). Subpart H provides that requests for records “shall be submitted to the Records Access Officer on such forms as the Executive Director may prescribe, which shall be available on the Commission's website, https://www.drbc.gov, or by written request to the Commission, 25 Cosey Road, West Trenton, NJ 08628.” 18 CFR 401.108(a).
