2024-25 Total Pay For Each Employee
Dear Edison School District,
Please accept this electronic request for public records made under NJSA 47:1A-10 and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1) records sufficient to show the name, title/position, and total amount paid to each current or former employee on the payroll during the 2024-25 fiscal year. If possible, please include breakdowns by categories such as base pay, overtime pay, stipends, bonuses, etc.
My preferred delivery method for response(s) to this request is by E-mail as an Excel spreadsheet attachment. If you have any questions for me, feel free to call at 732-993-9697.

The new provisions of [2]P.L. 2024, c. 16, which modernize and reform the
Open Public Records Act (OPRA), will take effect on Tuesday, September 3,
2024.
One of the new provisions of the law is that all agencies subject to OPRA
must adopt the [3]records request form created by the Government Records
Council (GRC). If the form is offered in an electronic format, you are
required to include specific directions on how to submit it on your
website pursuant to N.J.S.A. 47:1A-5(f). If you also offer an online
request platform, it should be updated to reflect the new form
requirements contained in N.J.S.A. 47:1A-5(f) and N.J.S.A. 47:1A-5(g) (and
specifically requiring the inclusion of the “commercial purpose” and
“litigation” questions added to the “Requestor Information” box).
Beginning September 3, 2024, records custodians should discontinue the use
of any old OPRA request forms, removing them from circulation and
replacing them with the new form adopted by the GRC. Please note that the
law is silent if governing body action is required to adopt the form.

You're right that the law changed. However, your interpretation that it requires the use of a form is incorrect.
Below is what the law actually says:
f. The custodian of a public agency shall adopt the form established by the Government Records Council pursuant to subsection b. of section 8 of P.L.2001, c.404 (C.47:1A-7),for the use of any person who requests access to a government record held or controlled by the public agency. The form shall provide space for the name, address, email address and telephone number of the requestor and a brief description of the government record sought. A request shall be submitted by a requestor in the form adopted by the custodian and the custodian may deny a request that is incomplete, except that a requestor indicating the request is being submitted anonymously shall not be grounds for denial. A completed form adopted by the custodian, a letter, or an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request. If the letter or email from a requestor includes substantially more information than required on the adopted form and requires more than reasonable effort to clarify the information, the custodian may deny the request. If a letter or an email from a requestor does not include all of the information required on the adopted form, the custodian may deny the record request. A request may be submitted anonymously provided, however, that anonymous requestors shall not be permitted to institute proceedings pursuant to section 7 of P.L.2001, c.404 (C.47:1A-6). A request that is submitted anonymously shall not be considered incomplete.
Please honor my request in accordance with the above sentence: "A completed form adopted by the custodian, a letter, or an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request. " Thanks.
