Dear Office of Legislative Services,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

A calendar or list of the meeting dates for the Joint Legislative Committee of Ethical Standards in 2021.

Any recordings and/or minutes related to the September 2021 meeting of the Joint Legislative Committee of Ethical Standards.

Dear McElmoyl Metz, Katelyn,

Thank you for this email. I am confused, however, as to whether there may be some public records I am missing.
In response to this OPRA request, the schedule provided lists September 21, 2021 as scheduled meeting date for the Joint Legislative Committee on Ethical Standards. However, in a previous response — when I requested the minutes of that meeting — I was told that no such meeting occurred. Furthermore, in response to my request for
"Any recordings and/or minutes related to the September 2021 meeting of the Joint Legislative Committee of Ethical Standards," your response instructs me to visit the Legislature’s website. However, the only meeting recording available for the JLCES in 2020-21 is the June 2021 meeting. Please could you confirm that no other recordings exist and that this means that the joint committee did not meet in 2020-2021 after June 2021.

The Joint Committee did not hold a meeting in June 2021, but a meeting was held on Tuesday, July 20, 2021. You can access that audio, as well as the audio of all Joint Committee meetings dating back to the 2002-2003 legislative session, via the Legislature's website using the instructions previously provided.

The July 20, 2021 is the only meeting available on the website following the instructions provided for the 2020-2021 session. Can you please confirm that the committee did not meet after July 20th? During the 2020-2021 legislative term, the Joint Committee on Ethical Standards held one meeting (July 20, 2021). For the 2022-2023 legislative term, the Joint Committee on Ethical Standards held four meetings (September 20, 2022; November 15, 2022; February 21, 2023; December 19, 2023). For the current 2024-2025 legislative term, the Joint Committee on Ethical Standards has held three meetings (February 27, 2024; September 17, 2024; February 18, 2025). The audio for every meeting is available via the Legislature's website using the instructions previously provided.

Generally, the Joint Committee approves meeting dates at the beginning of its term as a way of providing adequate notice to its members and the public, but meetings are only held when a committee has business to address.
