Zoning status of 144 east greystone road

Records requested:
Is 144 and 146 East Greystone Road a legal rental property? There are 4 apartments in the main house being rented out as well as a studio in the barn and trailers in the backyard. My concern is for 2 of my friends that rent rooms in the main house. Do they have proper renter's rights? They've never signed a contract and are only allowed to pay rent with cash. When I attempted asking the family that owns the property I was told to mind my own.

The Old Bridge Township Records Custodian received your Open Public
Records Act (OPRA) requests on November 19, 2020 and November 30, 2020.
As such, the seven (7) business day deadline to respond to your request is
December 2, 2020 and December 9, 2020 respectively. This response to
your request is being provided to you on the 7^th and 2nd business days
after the custodian’s receipts of said requests.
Your OPRA request 20-966 sought access to the following:
“Records requested:

Your OPRA request 20-997 sought access to the following:

Please be advised that when a request is “complex” because it fails to
specifically identify the documents sought, then that request is not
“encompassed” by OPRA. Both of your requests seek information or asks
questions and do not identify specific government records. As such, your
requests are an invalid OPRA requests and are respectfully denied. See
New Jersey Builders Association v. New Jersey Council on Affordable
Housing, 390 N.J.Super. 166, 180 (App. Div. 2007). A proper request under
OPRA must identify with reasonable clarity those documents that are
desired and under law, custodians are not required to conduct research or
create new records in response to an OPRA request. The information in
your requests were directed to Code Enforcement and they have responded
that they will accept this information as a complaint and will have an
investigator out to investigate accordingly. For your future reference,
