Dear North Bergen Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

An untitled letter beginning “Dear Township Attorney Tom Kobin,” documenting an incident that occurred, May 6, 2026, at approximately 1:00 p.m.”

“NOTICE OF TORT CLAIM,” consisting of the updated six-page claim form certified March 23, 2026, and identifying Mayor Nicholas Sacco, Police Commissioner Allen Pascual, Township Attorney Tom Kobin, Deputy Chief David Corbisiero, Lieutenant Santiago Hernandez, and other persons to be identified.

“FORMAL ADMINISTRATIVE COMPLAINT TO TOWNSHIP ADMINISTRATOR JANET CASTRO — Regarding Internal Affairs Conflict Concerns, Failure to Take Corrective Action, Conflict of Interest and on the Part of Township Attorney Thomas Kobin, and Request for Immediate Separation of XXXXX XXXX XXXX from the Internal Affairs Unit.”

“FORMAL SUPPLEMENTAL COMPLAINT REGARDING THE 2024 LEROY TRUTH / FIRST AMENDMENT TRAINING MATTER AND ITS RELEVANCE TO THE PRESENT CONFLICT INVOLVING TOWNSHIP ATTORNEY THOMAS KOBIN AND LIEUTENANT XXXXX XXXXX.”

“FORMAL INTERNAL AFFAIRS COMPLAINT AND REQUEST FOR IMMEDIATE ENFORCEMENT OF NO-CONTACT SAFEGUARDS, PHYSICAL-SEPARATION MEASURES, EARLY WARNING SYSTEM REVIEW, AND EVIDENCE PRESERVATION — Regarding XXXXX May 12, 2026, Email Contact, Continued Internal Affairs Assignment, and Related Early Warning System Concerns.”

An untitled formal administrative complaint of reported tampering and record changing of classifications of accidents.
16. Submitted on or about July 23, 2026:
“FORMAL CEASE-AND-DESIST, RECUSAL, NON-RETALIATION, AND LITIGATION-HOLD DEMAND — WITNESS NON-INTERFERENCE | EVIDENCE PRESERVATION | NEUTRAL REVIEW,” regarding “Pending Civil Litigation; Reported Interference with the June 5, 2026 Department-Vehicle Crash Review; Termination of the May 14, 2026 Good-Faith Understanding.”

Please be advised that any denial, partial denial, redaction, or deemed denial of this request will be challenged by filing a Denial of Access Complaint with the New Jersey Government Records Council. The GRC’s current official guidance confirms that a person denied access to a government record may file a Denial of Access Complaint with the Council under N.J.S.A. 47:1A-6.
