In accord with MAG, supra, and its progeny, in order to specifically identify an e-mail, OPRA requests must contain: (1) the content and/or subject of the e-mail, (2) the specific date or range of dates during which the e-mail was transmitted or the emails were transmitted, and (3) a valid email request must identify the sender and/or the recipient thereof (specifically).

"Specific" is for specific individuals, not departments.
The GRC (Government Records Council) gives this example:

Example of a valid request: “Any and all e-mails between Jane Doe and John Smith regarding the construction of the new high school from January 1, 2009 to February 28, 2009.”
