Warren County Library Budget and Collection Expenditures
Dear Custodian of Records,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
CERTIFICATION REQUIRED BY LAW:
Pursuant to the 2024 amendments to OPRA, I certify the following:
- I am not currently serving a sentence for a conviction of an indictable offense under the laws of New Jersey, any other state, or the United States;
- I am not requesting these records for sale or resale, solicitation, or any commercial purpose;
- I will not use the requested records to harass any individual or commit any unlawful act;
- I am requesting access to these records for a lawful purpose consistent with the public’s right to transparency and accountability in local government.
RECORDS REQUESTED:
Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I am requesting access to the following public records:
(1) A detailed breakdown of the Warren County Library system’s expenditures and budget allocations for calendar year 2025, including but not limited to:
(a) Total library budget
(b) Amounts allocated to:
- Adult fiction collections
- Adult nonfiction collections
- Children’s books
- Young adult materials
- Digital materials (eBooks, audiobooks, streaming services)
- Periodicals and newspapers
- DVDs and multimedia
- Special collections (e.g., local history)
- Programming and events
- Technology and databases
- Facility operations and maintenance
- Staff salaries and benefits
(2) Any internal budget documents, spreadsheets, or reports used by the Warren County Library Commission or other relevant county departments to plan, allocate, or track collection expenditures for 2025.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference. If access to any records is denied, please provide the legal basis for the denial as required by N.J.S.A. 47:1A-5(g), and identify the specific exemption(s) claimed.
