Dear Clark Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:
1. The check register for ALL Township accounts (current fund, capital, grant funds, all trust and escrow accounts, animal control, and the sewer utility), for checks or electronic payments dated July 1, 2026 through the date this request is fulfilled, showing for each payment: date, check or reference number, payee, amount, account or budget line charged, and description or purpose (the standard register export includes these fields).

2. The bill lists as presented to the council at the July 20, 2026, August 3, 2026, and August 17, 2026 meetings, in the form distributed to the council (PDF is fine).

3. The Township's PILOT collections record (the spreadsheet or ledger of payments received under each long-term tax exemption financial agreement), updated to include all payments received from January 1, 2026 through fulfillment, for: Clark Walnut Developers Urban Renewal LLC (Walnut Hill), Raritan Road Holdings Urban Renewal LLC (CubeSmart), and any amounts received under the 27-29 Westfield Avenue Urban Renewal LLC agreement.

4. A list of property tax appeal refunds or credits issued from January 1, 2026 through fulfillment, showing block/lot, tax year(s), and amount refunded or credited (the resolutions or the collector's refund register both satisfy this item).
