Please accept this as Rowan's completed response to your November 2, 2023 OPRA request (below) wherein you sought the budget breakdown of all the financial resources provided to the following departments and their subsequent offices/programs for the Dean of Students Office; Department of Student Affairs; Office of Student Equity and Compliance Division of Diversity, Equity; Inclusion Office of Social Justice Inclusion and Resolution; the Wellness Center Academic Success Programs; and any other student success/support areas not listed. In response to your request, below is a link to the Universities FY24 budget. Below the link are responses to your specific questions.

* The Dean of Students Office and Department of Student Affairs are shown on page 15 in the FY24 budget.
o The Dean of Students Office is shown in total and labeled "Sub-Total Student Life"
o The Department of Student Affairs is titled "50000 VP Student Affairs"
* The Office of Student Equity and Compliance is captured within "33002 Equity &Diversity" on page 12.
* The Division of Diversity, Equity and Inclusion is shown on page 12.
o The Office of Social Justice Inclusion and Resolution is part of the Res Life budget which beings on page 28 and in FY24. There was $282,664 budgeted.
o The Wellness Center Academic Success Programs - The Wellness Center has three components that makeup the Wellness budget and is shown on page 15.
Your request is denied under the common law for the following reason(s):The common law right to access public records depends on three requirements: (I) the records must be common law public documents; (2) the person seeking access must establish an interest in the subject matter of the material; and (3) the citizen's right to access must be balanced against the State's interest in preventing disclosure. Richard Rivera v. Union County Prosecutor's Office, 250 N.J. 124, 143-44 (2022); South Jersey Publishing Co. v. New Jersey Expressway Auth., 124 N.J. 478,487 (1991); Loigman v. Kimme/man, 102 N.J. 98 (1986); Nero v. Hyland, 76 NJ. 213, 222 (1978). Your common law request is denied due to your failure to identify your interest in the requested records.
I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.

Dear Feld, Lorra Arsinoe,
I understand the reasoning for the deny of the request, but it seems as though the information was partially provided. The fact that the request was denied even though some information was given leads me to believe there is further information that could potentially be shared. The interest in the requested information is for a group of students interested in the betterment of our institution through the improvement of any and all programs aimed toward improving students lives/the student experience. If there is further information that could be provided about any and all financial resources provided to any of these programs/offices, I am requesting that be done.
