Union County EMS/OEM MVC Reports
Dear Union County,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
I hereby request access to and copies of any and all records related to motor vehicle collisions involving vehicles owned or operated by Union County Emergency Medical Services (UCEMS) or the Union County Office of Emergency Management (UCOEM).
The time frame for this request is from January 1, 2022, to the date this request is received (July 31, 2025).
The records requested include, but are not limited to:
All incident reports, accident reports, or police reports.
All internal investigation reports, reviews, or summaries related to the collisions.
All photographs related to the collisions, including vehicle damage and scene photos.
All video recordings related to the collisions, including any available dash-cam video, body-worn camera video, or surveillance video.
Any correspondence, memos, or notes related to the investigation or outcome of the collisions.
I request that records be provided in their native electronic format if available (e.g., PDF for documents, MP4/AVI for video, JPG for photos). Please provide these records via email.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Dear Requestor,
This email is a formal and complete response to your July 31, 2025, OPRA
request for all incident reports, accident reports, or police reports; all
internal investigation reports, reviews, or summaries; photos of vehicle
damage and scene; video recordings, including dashcam, bodycam and
surveillance; and correspondence, memos, or notes related to the
investigation or outcome of the collisions, re: motor vehicle collisions
involving vehicles owned or operated by UC Emergency Medical
Services/Office of Emergency Management, 1/1/22 to 7/31/25.
Please be advised that this request will take extensive effort to process.
The documents comprise 332 pages; the estimated processing time to compile
and review responsive documents is 6 hours. In accordance with N.J.S.A.
47: 1A-5c, a special service charge will apply to process this request.
Using the hourly rate of a Legal Intern ($24.00), the approximate special
service fee is $144.00. Dedicating approximately 1 hour per day to this
task so as not to disrupt office operations, processing will take an
estimated 6 days. There are no videos to provide.
Please note that the County has made every effort to ensure that the
employees assigned to this task have been identified as the minimum
personnel necessary to properly and effectively process this request, in
terms of both the total number of hours and in hourly wage. Upon receipt
of a check or money order for the special service fee—payable to the
County of Union—the request will be processed. Cash is also accepted in
person at the Administration Building. Please note that the above hours
and charges are only an estimate, and you will only be charged for the
number of hours actually expended to process your request. (The service
charge doesn’t include the statutory per-page copying charge, should you
wish to buy paper copies of the documents.) If the total review time
exceeds the estimate, an additional charge may apply. If the total review
time is less than estimated, a refund for the difference will be issued to
you. Please advise how you wish to proceed.
