If your municipality does not support or have a program for Trap-Neuter-Return ("TNR") of feral cats, please state as much to close the request for the following records; otherwise, please provide:

1. Copy of current municipal agreement with TNR vendor; if TNR is provided by municipal manpower, please indicate by whom.
2. Written protocol and procedures for implementation of the TNR program and how residents are to access TNR services
3. Copy of budget/ledger showing funds allocated and spent on the TNR program for years 2022 and 2023 (as applicable).

Dear Jessica:

The contract sent between Edison and PFA is not for a TNR program but for veterinary services for the animal shelter as far as I can tell.

My request was actually for the written protocol and procedures for Edison's TNR Program. This would include any written procedure for how a resident procures TNR services and any forms required.

If no TNR program exists, please advise as such. I do note that Edison's ordinances do not allow free roaming or outdoor unlicensed cats, so I would not expect a program to exist, in which case I can close the request.

The purpose for this request is simply to provide callers to our rescue with accurate information about services available. Thank you for your help as always.
