Transportation Routes, Vehicle Utilization, and Driver Staffing
Dear Monroe Township School District (Middlesex),
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. Annual Transportation Route Records
For the 2023-2024, 2024-2025, and 2025-2026 school years, any existing annual transportation route summary, route list, spreadsheet, or similar record showing:
* the total number of transportation routes;
* route numbers or identifiers;
* schools served;
* whether each route was district-operated or contracted; and
* the number of students assigned to each route, if that information is contained in the existing record.
I am requesting existing records only and am not asking the district to create a new spreadsheet or compilation if this information is not maintained together in an existing record.
2. DRTRS Records
The District Report of Transported Resident Students (DRTRS) submitted by Monroe Township School District for the reporting periods corresponding to the 2023-2024, 2024-2025, and 2025-2026 school years, including any existing summary, worksheet, spreadsheet, or report maintained by the district showing the number of routes/vehicles and transported students used in connection with those submissions.
3. Approximately 25 Routes Reported as Reduced Since 2022
Any existing record identifying the approximately 25 transportation routes that Dr. Adam Layman stated at the August 11, 2026 Buildings, Grounds and Transportation Committee meeting had been reduced since 2022.
If reflected in an existing responsive record, please include records identifying:
* the route number or identifier;
* the school year in which the reduction or change occurred; and
* whether the route was eliminated, consolidated with another route, converted from district-operated transportation to contracted transportation, or otherwise changed.
Again, I am requesting existing records containing this information and am not asking the district to create a new analysis or list.
4. Basis for Transportation Aid Explanation
Any existing spreadsheet, report, calculation, memorandum, or other record relied upon in determining that the district's recent reduction in state transportation aid was attributable to declining enrollment rather than changes in transportation vehicle utilization or efficiency.
This request includes any existing calculation or analysis supporting Dr. Layman's statement at the August 11, 2026 Buildings, Grounds and Transportation Committee meeting that the reduction in transportation aid was "strictly as a function of reduced enrollment."
5. Transportation Driver Staffing
For the 2023-2024, 2024-2025, 2025-2026, and 2026-2027 school years, any existing annual transportation department staffing roster, staffing summary, budget staffing document, or similar record showing the number of:
* regular/assigned district bus drivers; and
* substitute/spare district bus drivers.
I am requesting staffing numbers and existing staffing records only. I am not requesting employee personnel files or other confidential personnel information.
6. Student Enrollment
Any existing annual enrollment report, ASSA summary, or similar district record showing total district student enrollment for the following school years:
* 2022-2023;
* 2023-2024;
* 2024-2025; and
* 2025-2026.
I am requesting existing annual enrollment totals only. I am not requesting student-level records, personally identifiable student information, or asking the district to create a new enrollment compilation.

This request seeks **existing government records only**. It does not ask the district to create a new record, perform calculations, conduct research, answer questions, or prepare a new analysis.
