OPRA Request for Traffic Stop Records - Police Case 25NT10630

This is an electronic request for public records under OPRA and the common law right of access. I have not been convicted of an indictable offense, will not use the records for commercial purposes, and am not seeking them for a legal proceeding.

I request the following records pertaining to a traffic stop and arrest on May 1, 2025, at approximately 8:35 PM, related to Police Case 25NT10630:

Police Reports: All documentation /information/photos/recordings available for public to view per opra request in accordance with local and state laws or as much as allowed to by laws regarding Officer K. Jazikoff badge number 1216 initiating a traffic stop on a 2009 white BMW I328 drive sedan near Rich's Tripoli Auto Body, reporting to have began approximately around 8:38 PM, as listed on tickets for location being Corlies Ave and Ridge Ave however individual or driver informed it was in fact at a private property on rich tropilli’s auto body parking lot

Requesting the following:
1.) Officer Information: Full names, ranks/departments, and badge numbers of all and any officers present at stop noted above, including the female canine officer's name, badge and handler certification , canine dog performing test information, the onsite sergeant's name, rank, badge number, and any of the canine officers body and dash footage avail as well as the Sergeants body worn camera as it displayed visually as engaged during drop please include time and reason for sergeant responding to or reporting to traffic stop and which officer requested his presence . Please include anny annd all on/off duty, plainclothes/uniformed/undercover officers.

2.) Body-Worn & In-Car Camera Footage:Any and All audio and visual recordings from every officer on scene with activated dash or body-worn cameras even if in parts and big overall as a whole. Specifically, all footage from Officer K. Jazikoff's body worn camera, dash mounted exterior camera, and interior mounted -car cameras showing (3-5 minutes leading up to, entirety of, and 3 minutes following the stop). This includes interior police car camera recordings of the suspect in the back seat, and potential footage during fingerprinting, processing, ride from stop to the police department. Please provide any related recordings not specifically listed here but pertaining to driver J.G. On this stop and arrest, If recordings are unavailable, explain why and provide any related physical transcripts where possible.
3.) all and any Radio Transmissions: Time-stamped communications (including seconds) sent/received by Officer K. Jazikoff including the 3-5 minutes before initiating or leading up to stop and throughout the entirety of same ,including any correspondence with arresting officer and dispatch or with any other officers,regardless of present on or off scene.
4.) Backup Requests: Time-stamped transcripts or audio /anyrecordings of Officer K. Jazikoff's attempts to make or call for backup requests, especially any made immediately before initiating this particular stop. Include details of the request being made, type of assistance or
Backup officer was seeking , and any explanation, suspicions or documented /noted reasoning for same , including any requests for a supervisor.

5.)
License Plate runs/inquiry/Checks: Details of the officer who conducted search at bequest of Officer K. Jazikoff's inquiry for this vehicles license plates including information (as pertaining specifically to writing ticket 1334 e25 002206). Include times she made physical request or inquiry (include hours, minutes, seconds if possible ), info identifying the responding officer's name/rank/badge, results of their inquiry into same plates as well as all same for VIN check (include physical plate number being ran if allowed), and all documents related to inquiry into or seizure of license plates , including location plates mounted or displayed/seized from location and reason for seizure of both plates. Confirmation police department acquired possession of both plates for dmv to not hold anyone else liable for same etc

6.) Cell Phone Logs:
Time-stamped call and text logs related to the incident between any officers.
Search and Seizure Records: Reports/documents on search types and manner, search warrant copies or proof of consent (specifically for trunk search), and results. Include statements of observations/findings, inventory of seized/disposed items, and any documents of conducted roadside field sobriety tests or regarding same.
8.) Traffic Summons:
Copies of any and all tickets/charges issued to the driver J. G. , including time-stamped details, reports, observations, witness statements or accounts , recordings and releases. This is broadly requesting any legally accessible written or recorded record in existence really so long as it is related to or pertaining any one point of this particular listed above traffic stop and subsequent arrest that followed involving Officer K. Jazikoff or any other officers that stopped by or remained on site so if any part of this request is missing something that is potentially available then I’m requesting it too be sent and included as being specific about all parts isn’t as easy as it seems amidst not surmounting to novel level requests ofc .
9.) Canine Unit Documentation: Officer name, rank, badge number, time-stamped outline of and details included in any communications from or to k. Jazikoff and canine officer or vice verse pertaining to canine open air sniff request, detailed copy of or recording of expressing reason for request, canine request time versus arrival time. Include handler details (certifications/licensure), canine dog training/certifications, findings and description of potential items the canine can sniff for or detect, testing evidence/reports and outcomes , and briefly explained police department policies on canine use or requesting same during traffic stops and an individual or suspects constitutional or legal rights (if any)
10.). Property Inventory records/documents : Records of any items found on the person of arrested individual J.G., video and audio of finding alleged narcotics in vehicle and officer who allegedly discovered same as well as location of discovered items and quantity /photo/ any info regarding same, signed Miranda rights (or proof of informing), and details of the search of the 2009 BMW I328 (front, back, and trunk), including alleged open-air canine sniff test results. Provide notification and details as well of the tow yard, information on labs used for testing seized narcotics (including valid contracts, business licenses, driving employee number or identification info, valid EIN, active certifications or licensures, proof of valid liability insurance, results of canine search sniff test and reports , any photos, list potential or probability of testing errors ie- percentages of validity , and information for /regarding this independent testing.

11.)Tow Yard Documentation:
Valid business licenses, proof of valid insurance (including liability), contact info for employer /townyard in possession of property , tow truck operator or driver info, and time-stamped tow/impound requests (two were made for this stop ). Include information on any available fee waivers for indigent or hardship issues , valid contracts where bid was placed and won to provide subcontracting services to police department such as towing and storage of vehicles being impounded or post accident including any schedule of fees assessed or cap of fees for same that may be outlined or listed in contract but assessed by law in regards and in accordance with all nj laws and avoiding tow yard price gauging laws etc tow yard reports of impound for 2009 bmw listed above, inventory /contents of the vehicle or photos of same any possible or alleged damage during tow or prior (including photos of alleged damage), confirmation of driver's valid commercial driving license (Class B or higher), and time-stamped hook-up/tow evidence (audio/visual/physical).

12.) The immediate supervisor for k. Jakinoff was onsite and present while recording with his body work camera for above traffic stop. When providing his name and badge with the above reporting officers in number 2 please identify the contact info and name of this supervisors direct supervisor or immediate superior .

Not particular about the manner of delivery so much as wanting whatever makes process for gathering all items requested for such a detailed, large but equally important request be easiest and it’s most time /labor efficient for you to acquire.
Any potential way to view or receive possible previews or certain portions in digital instant manner would be very much appreciated even if not enter results of request together. Please disclose lawful reasons if any part of stop or request above legally has any omission /muting on recording or any part redaction was required and implemented for example to protect involved parties identifying personal info such as birthdate etc.
