Dear Plainsboro,

Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I am requesting access to records related to the number of households with septic systems in [Municipality Name].

Specifically, I am requesting:

1. The total number of residential properties that rely on septic systems and not connected to public sewage within the municipality. Septic is also known as Individual Sewage Disposal System (ISDS)

I request these records in digital format (CSV, Excel, or PDF) if available. If the information is maintained in a database, I request an export of relevant fields.
If any portion of this request is denied or redacted, please provide a written explanation citing the specific legal reasons for the denial. If the records are available online, I appreciate guidance on how to access them.
Please advise me of any fees before processing the request if they exceed the standard OPRA fee schedule.

Dear Mr. Denis Bondarenko,

The Township of Plainsboro received your Open Public Records Act (OPRA)
request on March 13, 2025.  The official Records Custodian, Carol J.
Torres, received your OPRA request on the same date. As such, the seven
(7) business day deadline to respond to your request is March 24, 2025.
This response to your request is being provided to you on the same date
after the custodian’s receipt of said request.

The OPRA request sought access to the following:

The total number of residential properties that rely on septic systems and
not connected to public sewage within the municipality. Septic is also
known as Individual Sewage Disposal System (ISDS)

Response:

No responsive records exist in the Township of Plainsboro, as public
health records are maintained at the county level. To obtain access to
these records, please submit an Open Public Records Act request through
the Middlesex County website at
[2]https://middlesexcountynj.mycusthelp.com....
As no responsive documents exist, the records are being denied with the
legal basis for the denial stated, as required by N.J.S.A. 47:1A-6.

Please attest to the following three affirmations for all future OPRA
requests, as set forth in P.L. 2024, c.16:

Under penalty of N.J.S.A. 2C:28-3, I certify that:

I HAVE or HAVE NOT been convicted of any indictable offense under the laws
of New Jersey, any other state, or the United States.

I, or another person, WILL or WILL NOT use the requested government
records for a commercial purpose.

I AM or AM NOT seeking records in connection with a legal proceeding.

Kindly incorporate these affirmations into all future OPRA requests.

If your request for access to a government record has been denied or
unfilled within the seven (7) or fourteen (14) business days required by
law, you have a right to challenge the decision by the Township of
Plainsboro to deny access. At your option, you may either institute a
processing in the Superior Court of New Jersey or file a complaint with
the Government Records Council (GRC) by completing the Denial of Access
Complaint Form. You may contact the GRC by toll-free telephone at
866-850-0511, by mail at P.O. Box 819, Trenton, NJ 08625, by e-mail at
[3][email address], or at their website at [4]www.state.nj.us/grc. The
GRC can also answer other questions about the law. All questions regarding
complaints filed in the Superior Court should be directed to the Court
Clerk in your County.

Sincerely,
