Dear Freehold Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

1: All Emails “Sent” by Captain Lawerence “Larry” A. Loos #176 from August 1, 2025 to August 31, 2025. “Subject” line and “To” recipients.

2: Any Internal Affairs records regarding Captian Loos advising he would pay (first $100) for the Moores Tavern “bar tab” if traffic tickets were issued to increase Township revenue and productivity. Please advise if a separate OPRA request needs to be made to the Monmouth County Prosecutor’s Office PRU due to Captian Loos’ rank being above DLT. Winowski.

3: Copy of all Traffic Summonses issued during “Ticket Blitz” mentioned above.

4: Copy of Moores Tavern receipt from when Captian Loos paid money for alcohol for the Officer’s who issued tickets during the “Ticket Blitz”.

5: Reason for abrupt retirement of Officer Karl “With-A-K” White #232 pending October 31, 2025, if NJ PFRS Board approves with possible on-going Internal Affairs Investigation.
