J,
In response to your OPRA Request received March 24, 2025, we have
attached hereto the documents you requested.
The following redactions have been made, to the attached documents
Pursuant to the Prevention of Domestic Violence Act (PDVA),
N.J.S.A. 2C:25-33, which states that all domestic violence records
are "confidential and shall not be made available to any
individual or institution except as otherwise provided by law."
The New Jersey Government Records Council (GRC) has consistently
upheld the confidentiality of domestic violence records under
OPRA. In Mustafa Rabboh v. Newark Police Department (GRC Complaint
No. 2021-315, decided January 31, 2023), the GRC reaffirmed that
such records are exempt from disclosure under the PDVA. Similarly,
in Labinski v. Clayton Police Department, (GRC Complaint No.
2022-90, decided May 21, 2024). , the GRC again ruled that
domestic violence records remain confidential and are not subject
to public access under OPRA, regardless of any requirement that
the records be maintained.
Pursuant to N.J.S.A. 2A:4A-60 No.) 2A:4A-60 Disclosure of juvenile
information; penalties for disclosure and N.J.S.A. 47:1A-1.1

and would disclose personal identifying information of persons
under the age of 18 years
Pursuant to N.J.S.A. 47:1A-1, specifically Executive Order #26,
#4(b) 1 - information relating to medical, psychiatric or
psychological history, diagnosis, treatment or evaluation.
By way of this e-mail, which includes the documents responsive to
your request, we have marked your OPRA request received March 24,
2025, as satisfied and closed.
A copy of the Denial Poster with instructions to applicants who
wish to appeal any denial or part thereof is attached hereto. You
have the right to appeal the decision that the document or
documents are not public records. You may take your appeal to the
Government Records Council or the New Jersey Superior Court, as
provided by N.J.S.A. 47:1A-1 et seq.
