I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

All text messages, iMessages, Signal messages, WhatsApp messages, and any other electronic messages sent or received by Deputy Mayor Ketan Bhuptani, Chief Gary Marshuetz, Township Manager Lewis / Assisistant Manager Loehner, Michael Izzo, and any member of the Township Council between February 1, 2026 and April 1, 2026 that reference or relate to any electric bike or e-bike video, bicycle safety video, or "Ride Safe Livingston" video, including messages on personal devices used to conduct Township business. See Paff v. Galloway Twp., 229 N.J. 340 (2017).

Dear Township Clerk's Office,

This is a follow-up to your response to OPRA Request 26-0288 regarding text messages and electronic messages referencing the e-bike/bicycle safety/ "Ride Safe Livingston" video.

Your response stated: "Please see the attached responsive records with corresponding Vaughn Index." The Vaughn Index was received. However, the referenced attachment — 26-0288 Scans_Redacted.pdf — was not transmitted. No responsive records were actually received, only the Vaughn Index covering withheld items.

Please transmit the missing attachment — 26-0288 Scans_Redacted.pdf — immediately. This is not a new request; it is a demand to complete your existing response. The Township has represented that responsive records exist and are being produced. Failure to actually transmit them constitutes an incomplete and therefore non-compliant response under N.J.S.A. 47:1A-5(i).

Please confirm receipt of this message and provide the missing attachment within two business days. I reserve all GRC and judicial rights pending receipt.
