Test Scores for October 23, 2021 Police Captain’s Level Promotional Exam
Dear Civil Service Commission,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

This request seeks state-wide test scores for the police captain’s promotional exam held on October 21, 2021. If possible, I respectfully ask for the test scores in order of highest to lowest, along with total number of test-takers included in the report results. Thank you for your assistance.

The Civil Service Commission (Commission) received your Open Public
Records Act (OPRA) request on September 16, 2025. This response to your
request is being provided to you today.
You made the following request:
"This request seeks state-wide test scores for the police captain’s
promotional exam held on October 21, 2021. If possible, I respectfully ask
for the test scores in order of highest to lowest, along with total number
of test-takers included in the report results. Thank you for your

Please find the attached record responsive to your request. Please note
that the attached record includes all individuals who passed the
examination and are considered eligibles, pursuant to N.J.A.C. 4A:4-2.16.
It should be noted that your request for the "total number of test-takers
included in the report results" is denied as N.J.A.C. 4A:4-2.16 does not
include the total number of test takers as a public record.
This response does not waive or limit any other rights afforded the
Commission under OPRA and the common law, which are all expressly
reserved.
