Dear Rowan University,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Beginning 12:00am on March 18th to 10:11pm on March 19th, for all Rowan University managed social media accounts on all social media platforms (examples of platforms but not limited to Snapchat, Instagram, Facebook, Twitter, Reddit, and TikTok), please provide list of notifications of tags or mentions received on these accounts. Examples of what a tag would include is when any Rowan social media is tagged on a post per example on any platform in a comment “@Account {message}”, on a photo, or otherwise generally known as a tag of the account resulting in a notification and hyperlink to where the account was tagged or mentioned.

Good morning,
We are in receipt of your March 19, 2019 OPRA request. Rowan University’s response is due within seven (7) business days from your request which is March 29, 2023, in this case. Please be advised that we are attempting to collect the information. However, our contact person is unavailable for the next couple of days. Therefore, I am requesting until April 5, 2023 to respond on behalf of Rowan. This would be an additional 5 business days.
Please let me know if you have any concerns or objections to the request. Otherwise, I will assume you agree to the extension.

Good afternoon,
Please accept this as Rowan University’s completed response to your March 19, 2023 OPRA request (below) wherein you sought "all Rowan University managed social media accounts on all social media platforms" "beginning 12:00am on March 18th to 10:11pm on March 19th". As you know, OPRA requires a response within seven business days. In this case, we agreed to an extension until today April 5, 2023.
Our review of the various social media accounts turned up a post that pinned Rowan which involves an active internal investigation. Investigatory documents related thereto are not, and cannot be considered Open Public Records for public consumption because revealing such private information discussing student’s progress/grievances/issues would betray the most deeply held privacy interests of students. OPRA specifically exempts records kept by “any public institution of higher education, . . . deemed to be privileged and confidential,” such as “information concerning student records or grievance or disciplinary proceedings against a student to the extent disclosure would reveal the identity of the student,” are protected. N.J.S.A. 47:1A-1.1. Further, OPRA has a general safeguard in place to protect a citizen’s privacy concerns. Specifically, N.J.S.A. 47:1A-1 states a “public agency has a responsibility and an obligation to safeguard from public access a citizen's personal information with which it has been entrusted when disclosure thereof would violate the citizen's reasonable expectation of privacy.” (emphasis added).
Therefore, Rowan denies your request to the extent it calls for information related to the internal investigation pursuant to the above cited OPRA exceptions. All other posts from Rowan's social media accounts are being provided. Due to the large nature of the response, the files are being shared with you via google drive under a separate email from me. Unless I hear otherwise, I will assume you received the files and if you were able to view them.
I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
