Dear Requestor,

With regard to your request for body camera footage, please be advised
that it is estimated that it will take 20 hours to produce the requested
documents.

OPRA allows public agencies to impose special service charges  whenever
the nature, format, manner of collation, or volume of a government record
embodied in the form of printed matter to be inspected, examined, or
copied pursuant to this section is such that the record cannot be
reproduced by ordinary document copying equipment in ordinary business
size or when fulfilling a request requires an extraordinary expenditure of
time and effort. See N.J.S.A. 47:1A-5.c. Special service charges must be
based upon the actual direct cost of providing the copy or copies.  

OPRA mandates that the requestor shall have the opportunity to review and
object to the charge prior to it being incurred.  See N.J.S.A. 47:1A-5.c.
As such, a detailed estimate is provided below:

The salary of the lowest paid employee qualified to perform the redaction
minus fringe benefits is $26.93.  The number of hours estimated  to
complete this request is 20.  The minimum estimated special service
charges is $538.60.  A deposit of $269.30 is required before the Borough
will begin the work. The Borough will require 30 Business Days from the
date of deposit to complete the work.  The actual time taken to produce
the documents will be tracked. The remaining amount of the special service
charge is due upon the completion of the production of documents, and will
be based upon the actual charge incurred which may exceed this estimate.

Please respond in writing if the amount is acceptable, the deposit may be
made in person at the Clerk’s Office
