Dear Collingswood Board of Education,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

All emails, including attachments, sent or received by the Superintendent, Assistant Superintendent, and other central administrative leadership of Collingswood Public Schools (including but not limited to business administrator and members of the superintendent’s cabinet), I am requesting access to government records related to the removal, reduction, or change in special education services in annual Individualized Education Programs (IEPs) for the upcoming school year for middle and high school students.

Specifically, I am requesting the following records:

Any and all documentation, guidance, directives, memoranda, emails, or policies issued by the district regarding the removal, reduction, or modification of the following services in annual IEP meetings for the next school year: In-Class Support (ICS), Supplemental Support
Resource Support (Pull-Out or Replacement), Behavioral room, Self-contained room, Any data, reports, or internal tracking documents that reflect: The number of students whose IEPs previously included ICS, Supplemental Support, or Resource Support and for whom these services were reduced, removed, or not continued for the upcoming school year. The rationale or justification categories used by the district for such changes. Any training materials, presentations, or communications provided to case managers, CST members, building principals, administrators, counselors (scheduling/course selection for scheduling purposes) or IEP team members regarding decision-making criteria for service levels in annual IEP meetings. Any correspondence between district administrators and staff discussing budgetary, staffing, or programmatic considerations related to the provision, reduction, or elimination of ICS, Supplemental Support, or Resource Support services for the middle school and high school only.

Any policies or procedural safeguards documents that outline how parents are to be notified (including Prior Written Notice) when such services are proposed to be reduced or removed.

Date range: 10/1/25 to 3/27/26
