I write to request an extension of time until September 12, 2024 insofar
as the search has returned over 50,000 emails and the IT department is
formatting the request in a manner so that they can be reviewed. I note
that a special service charge may be applicable as it is anticipated to
take an extraordinary amount of time to review the email log for
exempt/privileged materials. However, I will advise at that time if such a
charge is warranted.

Please allow this email to acknowledge receipt of your request for “copies
of email logs for Middlesex County Sheriff Mildred Scott . from January
1st, 2024to August 24,2024. Please include sender, recipient, date and
subject.”

An IT search has been conducted and it returned over 57,000 emails. 

This request is estimated to take an extraordinary amount of time to
fulfill due to the volume of documents that would require legal review
prior to release. OPRA allows public agencies to impose special service
charges whenever the nature, format, manner of collation, or volume of a
government record embodied in the form of printed matter to be inspected,
examined, or copied pursuant to this section is such that the record
cannot be reproduced by ordinary document copying equipment in ordinary
business size or when fulfilling a request requires an extraordinary
expenditure of time and effort. See N.J.S.A. 47:1A-5(c).  Special service
charges must be based upon the actual direct cost of providing the copy or
copies.  Due to the nature of your request, an extraordinary expenditure
of time is estimated in order to fulfill your request. 

Below represents a breakdown of the estimated time and materials to be
expended:

Total hours estimated to compile and scan complaints:       9.5
Employee hourly rate:        $78.34

The total estimated amount due to fulfill this request is $ 744.23. Please
advise if you agree to payment of this special service charge. Upon
receipt of payment, the County will begin to process your request. Please
have the payment mailed to my attention made payable to “Treasurer,
Middlesex County” and please reference OPRA # W020566-082624 on the
payment.  If less time is required to fulfill this request, the difference
will be returned to you. If no response is received within seven (7) days,
the County will consider this request withdrawn and will close the
request.  Or, if you wish to revise your request to limit the scope of
records that will need to be provided, perhaps by limiting the date range,
please advise accordingly.
