Shared 911 services communications January 1, 2025-present
Dear Records Custodian MONMOUTH COUNTY,
Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I respectfully request access to specific government records maintained by Monmouth County.
I am requesting all emails and written correspondence, including attachments, between Monmouth County officials or employees, including but not limited to the Sheriff’s Office and 911 Communications Center personnel, and any representatives of Howell Township, related to the evaluation, feasibility, cost analysis, or consideration of transitioning or providing 911 dispatch services to Howell Township.
This request includes both external communications with Howell Township and internal communications among Monmouth County officials and employees.
This request is limited to records dated from January 1, 2025 through the date of fulfillment.

Effective September 3, 2024, P.L. 2024, c. 16 requires all agencies subject to OPRA to “adopt the form established by the Government Records Council . . . for the use of any person who requests access to a government record held or controlled by the public agency.” N.J.S.A. 47:1A-5(f).
In accordance with this new requirement, the Government Records Council (“GRC”) has established an updated version of the old "Model OPRA request form" to include the following required items:
1) certifiable statements addressing commercial purpose and pending litigation have been added to the “Requestor Information” box.
2) new and amended exemptions have been added to the “Reasons for Denial” list, and
3) the information page has been changed to reflect relevant new and amended provisions.
Requestors are not required to use an OPRA form, however, a written equivalent not containing the form requirement of N.J.S.A 47:1A-5(f) and N.J.S.A. 47:1A-5(g) may be denied by a custodian.
