Some payments may have been wired to Hamilton and then there would be no check number. There is no separate check list besides what is attached that I am aware of. Attached are the payroll records you request for David Fried from 2012 through 2020 YTD. They are redacted as follows:
Social Security Number: Social Security Numbers are exempt from Disclosure under NJSA 47:1A-1.1.
Medical and contributory medical insurance contributions: due to federal Health Insurance Portability and Accountability Act of 1996 (HIPAA), 42 U.S.C.A. Section 1301, et seq., and the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1, et seq.
Contributions to 457 plans/Pension Loan information/child support: As per New Jersey Governor’s Executive Order No. 26, states that a natural person’s financial information is not subject to disclosure. In addition, NJSA 47:1A-1.1 states that proprietary commercial or financial information obtained from any source is exempt from public access. It further states that disseminating security information would be contrary to an individual’s interest in being safe and is exempt from disclosure. Lastly, there have been several court cases and decisions of the Government Records Council, including Doe v. Poritz 142 NJ 1 (1995), GRC Complaint Nos. 2004-179 and 2003-121, which all confirm that public agency has a responsibility and an obligation to safeguard from public access a citizen's personal information with which it has been entrusted when disclosure thereof would violate the citizen's reasonable expectation of privacy.
