Based on the NJ Supreme Court Case Libertarians for Transparent Government v. Cumberland County. The public has a right to see settlement agreements with public employees, marking a win for transparency in public records in the state.

Separation agreement
Any agreement that Montclair agreed to with an officer to separate from employment and not retiring
including but not limited to severance pay, the official date of termination, and any obligations or restrictions on the employee, such as waiving rights to file a lawsuit or non-compete and non-solicitation provisions.
