School Funding Formula

We're waiting for Jess Farrell to read a recent response and update the status.

Dear New Jersey Department of Education,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Please provide a document with the calculations in accordance with 18A:7F-52 and 18A:7F-53, used on arriving at an equalized valuation multiplier of .014523812 and an income multiplier of .049819447 per the 2019-20 EQA form provided by the NJ Department of Education with the state aid notices to school districts for their 2019-20 budgets, including the detail of the adjustments made when a district’s calculated fair share exceeds their adequacy budget. In terms of any computer programs used to calculate the equalized valuation multiplier and the income multiplier, please provide a document detailing the computer algorithms or program coding used to make the computations of these multipliers based on relevant input variables.

The Department of Education does not make or maintain the requested
documents. Accordingly, the request is denied. Calculations are performed
in a proprietary computer program. The calculation methodology is
described in N.J.S.A. 18A:7F-52.c.

Regarding your request for emails, the request is invalid under OPRA
because it fails to specifically identify correspondence pursuant to Burke
v. Brandes, 429 N.J. Super 169 (App. Div. 2012); MAG Entertainment, LLC v.
Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div.
2005); Bent v. Stafford Police Department, 381 N.J. Super. 30 (App. Div.
2005); New Jersey Builders Association v. New Jersey Council on Affordable
Housing, 390 N.J. Super. 166, 180 (App. Div. 2007); and Elcavage v. West
Milford Twp., GRC Complaint Nos. 2009-07 and 2009-08 (March 2010). 
Pursuant to these cases, in order to specifically identify correspondence,
OPRA requests must contain: (1) the content and/or subject of the
correspondence, (2) the specific date or range of dates during which the
correspondence was transmitted, and (3) the sender and/or the recipient
thereof. Accordingly, the request is denied. A receipt indicating same and
