The New Jersey Office of the State Comptroller (OSC) received your below
Open Public Records Act (OPRA) request on November 9, 2023. The seven-day
business day deadline to respond to your request is November 21, 2023. 
This response is being provided to you on the fifth business day, November
17, 2023, after the custodian’s receipt of said request.  

              Your request sought access to the following:  “all documents
submitted by or sent to Salem City Council for sale of the water systems
under WIPA in 2020.”

Please be advised that OSC has no documents responsive to your request for
the time period identified, 2020.  Please be further advised that even if
any such records existed, they would be exempt from disclosure pursuant to
N.J.S.A. 52:15C-10(b)5 which provides in pertinent part that:
"[i]nformation communicated by or between a contracting unit and the State
Comptroller pursuant to this subsection shall be considered advisory,
consultative, or deliberative material for purposes of P.L. 1963, c.73
(C.47:1A-1 et seq.), as amended and supplemented, except for written
determinations designated by the State Comptroller as public records."
(emphasis added).

OSC considers this request as completed.
