We are in receipt of your March 24, 2023 OPRA request. Pursuant to OPRA, a response from Rowan University is due within seven (7) business days or April 4, 2023 in this case. You requested:
a) Names of all administrators with titles of President, Provost, Dean, and each and every Vice President including but not limited to Assistant VP, Associate VP, Executive VP.
b) Exact title of each
c) FY22-23 Salary of each
d) Any additional salary paid during FY22-23 for each including the exact reason for extra salary paid
e) Names of all teachers (full-time and adjunct)
f) Classification of teaching status (adjunct, tenured, etc.)
g) FY22-23 Salary of each

If you are looking for base salary and title, we can generate this report for you.

However, you request included "additional salary," "extra salary paid" and "teachers status". Reviewing for tenure, non-compensation reports etc. requires extensive additional time and costs to coordinate with a few departments, review the information and create a new document. Under these circumstances, OPRA allows public agencies to impose special service charges whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or when fulfilling a request requires an extraordinary expenditure of time and effort. See N.J.S.A. 47:1A-5.

OPRA mandates that the requestor (you) has the opportunity to review and object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. I will get you an estimate of the costs as soon as possible for you to review and approve. Once we have your approval, we will proceed with getting everything together. Please note that we will not produce any information or begin any work until payment is received. In addition, Rowan will need an additional 10 business days, at least, after receiving your approval and payment to work on your request.

As stated above, if you want to limit your request to base salary and title, Rowan can produce this without costs or fees. If not, please advise so I can get you an estimate of the costs and time to respond.

Good evening,

As you are aware, we are working on providing a response to your request under OPRA for " furniture provided in all residence halls and Rowan affiliated housing from 2010 to present day". The department that is working on this is unable to finish the request by tomorrow. There is a lot to go through, both electronically and paper files since the request is for actual invoices or receipts. It is proving to be a harder challenge than expected as we are trying to be as thorough as possible.

In light of the above, Rowan is requesting an extension of until April 18, 2023, one week, for our response.

Unless we hear otherwise, we will assume there is no objection to our request.
