Subject: Monmouth County Prosecutor's Office OPRA
Gavin: Attached is the final redacted package of documents relating to
the OPRA request for reimbursements made to Ms. Linskey and Mr.
Gramiccioni during 2017 and 2018. I appreciate your courtesies in
working with us to ensure that personal and confidential information of
County employees does not inadvertently end up on the Internet.
I do want to note that compared to the original set of improperly redacted
documents, I have removed the ones relating to Mr. Gramiccioni's child
care expenses. That is not a "reimbursement" in the traditional sense,
but is related to a County-wide dependent care assistance plan.
Basically, that is a plan authorized by federal law and the IRS that
allows any County employee to save money by not paying taxes on income
used to pay for child care or other dependent care expenses, such as for
an elderly parent, up to a certain amount. However, the money that is
placed in the plan comes out of the employee's paycheck, which is held in
escrow by the County until qualifying expenses are incurred. At that
point, the County sends a check to the employee for those covered
expenses, but it is still the employee's own money - not the County's. I
trust that will not be a concern for you, especially given the obvious
sensitivity of that information.
In any event, I appreciate your cooperation in this matter. If you have
any further questions or concerns, please do not hesitate to contact me.
Steve Kleinman
Special County Counsel
