Safety Stick Program
Dear Town of Dover,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. All images, photographs, or still frames captured by the Town of Dover’s Safety Stick traffic enforcement cameras or license-plate recognition cameras between January 1, 2026 and January 31, 2026.
2. Any associated metadata or logs connected to those captures, including but not limited to:
Date and time of capture
Location of the camera
License plate number captured
Vehicle description if available
Any associated violation or enforcement action taken.
3. Any spreadsheets, databases, reports, or summaries generated from Safety Stick camera captures during January 2026.
4. Any records showing whether captured vehicles resulted in enforcement action, summons issuance, or referral to any enforcement unit.
If the requested records are maintained electronically, I request they be provided in electronic format (such as PDF, CSV, or Excel).
If any portion of this request is denied, please provide the specific statutory basis for the denial pursuant to N.J.S.A. 47:1A-5(g).
If the request will incur a special service charge due to the volume of records, please advise of the estimated cost prior to fulfilling the request.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Pursuant to the Act, the Town has 7 business days, beginning the day after receipt of the request by the Records Custodian, within which to respond. As such, the seven (7) business day deadline to respond to your request is 3/13/2026. Please accept this email as the Town’s response to your request.
Your request sought access to the following:

The Town requires an additional extension beyond the seven (7) business days to fulfill this request, as I am still awaiting responsive records, if any exist. See Scheeler v. N.J. Dep’t of Educ., GRC Complaint No. 2014-123 (Feb. 2016) (validating extension under N.J.S.A. 47:1A-5(g) and N.J.S.A. 47:1A-5(i) where custodian provided written response within seven (7) business days and provided specific date when records would be ready). The Town anticipates that records readily identified as responsive to your request, with any necessary redactions, will be available to you by close of business on Thursday, April 2, 2026. Please note that I have sent three separate emails to the Administration requesting these records and/or guidance on how to obtain them, as the Parking Director is no longer employed by the Town. To date, I have not received a response.
I apologize, as this is not the standard to which I perform my duties as Records Custodian for the Town of Dover. Unfortunately, I cannot produce records that are not in my possession. Given that three months have passed since the request was received, I have no other option but to close the matter at this time.
