I am not sure which rules you are referring too but there is not one document that outlines the rules for the conduct of Township business. We rely on the legislation in the Township Code which can be found here: https://www.delrantownship.org/ordinances/ and also State Statues. If you could provide a little more detail, I may be able to provide a particular section of the code or statute that pertains a particular item.

I’m looking for rules on how the council conducts township business such as Bylaws, charter, etc. I’m looking for rules for developing the township budget, how resolutions and motions are passed, etc. I hope this clarifies what I’m looking for.

Most of what you are looking for is located in N.J.S.A. 40:69 Optional Municipal Charter Law. I have attached a copy of the statutes from the Division of Local Government Services website. The Township operates under the Mayor-Council Plan.
