This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
- All parking citations logged by Rowan University police from FY2016-2022
- All parking citations appeals filed from FY2016-2022 as well as the status of the appeals
- All financial records pertaining to the sale of parking permits at all Rowan University parking garages and lots from FY2016-2022

Good morning Mr. Johnson,
We are in receipt of your May 17, 2023 OPRA request. I apologize for the delay in responding to your request. The delay was caused by trying to coordinate with the various departments to compile the documents to respond to your request. Please note that the information you have requested, namely 6 years worth of parking tickets, appeals and sales of parking permits make this project voluminous. I am waiting to hear back from the various departments on how long it will take them to finish gathering the documents. Depending on what I hear back, we may have to charge a fee. OPRA allows public agencies to impose special service charges whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or when fulfilling a request requires an extraordinary expenditure of time and effort. See N.J.S.A. 47:1A-5.
Once I hear back from the departments, I will advise you if there is going to be a cost and about how much it will be. OPRA mandates that the requestor (you) has the opportunity to review and object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. I will get you an estimate of the costs as soon as possible for you to review and approve. Once we have your approval, we will proceed with getting everything together. Please note that we will not produce any information or begin any work until payment is received.
Once I have the documents, I will need to review for any duplication, confidential or non-relevant information which may need to be redacted. Therefore, we are requesting an extension until July 10, 2023 for our response.
Unless we hear otherwise, we will assume there is no objection to our request.

Good afternoon,
As a follow up to my email below, I heard back from the parking department. They need some clarifications.
Please advise if the first line that asks for "all parking citations logged by Rowan University Police from FY2016-2022" is looking for a numerical number or copies of the actual tickets? Also, are you looking for any specific type of ticket or all parking tickets in general. For instance, are you looking for parking tickets issued for double parking or all parking tickets? Along the same lines, please let us know if you are asking for citations issued by "Rowan Police" and/or "Parking" citations. Parking patrols the campus and issues citations for parking violations. Rowan police generally do not get involved in day to day citations. They do get involved if the parked vehicle is related to another crime, such as drunk driving.
Depending on who issues the citation, the appeal process is different. For citations issued by Rowan police, the appeal goes through the court system which Rowan does not have access to. For the Parking citations, the appeals are on-line.
With regard to the sale of parking permits, we are looking into what, if any, information we will be able to provide because that is handled by a third party. I will keep you posted on our findings.
I have also been advised that someone from parking department will have to manually go through all tickets issued over the 6 year period that you requested. This will take an extraordinary expenditure of time and effort. Accordingly, there will be a charge for the search.
Once we have your responses to the above, we will be able to give you a more accurate range of the estimated costs and time needed for us to respond. I am copying my colleague, Mr. Gargano, who will be able to forward your responses to the parking department since I will be out of the office for two weeks.
