Route 130 Lane Closure Project

I am writing to request an internal review of New Jersey Department of Transportation's handling of my OPRA request 'Route 130 Lane Closure Project'.
Pursuant to N.J.S.A. 47:1A-5(i), a response was required within seven business days of my request, which was submitted on June 28, 2022. Rather than respond to the request by providing responsive records, NJDOT has requested four extensions to date, without providing any estimate of when the records will be available.

Good Afternoon,
At this time, we have collected all records potentially responsive to this request and are in the process of reviewing these records for responsiveness and potentially exempt content. We anticipate that all responsive records will be provided by 9/2/22, the date provided in our latest correspondence, but cannot be completely certain. The contract responsive to the first portion of your request is processed and ready for release, so we have included that with this e-mail. Correspondence records, however, take considerably more time to review since, especially in conversations between NJDOT and its contractors, the correspondence often contains advisory, consultative or deliberative content that is exempt from public access and any redactions we apply must be carefully reviewed for adherence to OPRA law to ensure that all of the content that should be available to the public is included in the records you receive.
We will provide the remainder of records responsive to this request as soon as they are processed and available for release and anticipate that they will be provided on or before 9/2/22.
