This comes in response to your  request for public records made under OPRA
and the common law right of access for:
"Please provide any and all police records and complaints for Rosaura
Bagolie in Livingston"
This request for records is overly broad given that it seeks records not
delineated by a finite period of time.   In that regard, “[u]nder OPRA,
agencies are required to disclose only “identifiable” governmental records
not otherwise exempt. Wholesale requests for general information to be
analyzed, collated and compiled by the responding government entity are
not encompassed therein. In short, OPRA does not countenance
open-ended searches of an agency's files.” MAG Entertainment, LLC v.
Division of Alcoholic Beverage Control, 375 N.J. Super. 534, 549 (App.
Div. 2005); see also, Bent v. Stafford Police Department, 381 N.J.
Super. 30, 37 (App. Div. 2005). As this request does not set forth the
time frame prior that it is seeking records, this request is overly broad.

on 6/7/22 and considered to be received on 6/8/22.   

  "Records requested:

Please provide any and all police records and complaints for Rosaura
Bagolie in Livingston" 
which was amended on after regular business hours on 6/16/22 and
considered received on the next business day of 6/20/22 as 6/17/22 was a
holiday for the Township Offices. 
The amendment sought:
"2 police records for Rosura bagolie
1. Ketan bhuptani
2. Sam Patel"
Although you did not narrow your request for a time frame, or dates
sought, the Police Department Records Supervisor, Tom Montesion advised " 
the request is still somewhat unclear as I am not certain what the
requester means by:
2 police records for Rosura bagolie
1. Ketan bhuptani
2. Sam Patel
However, based upon a logical interpretation that he wants us to
cross-reference Bagolie with the other 2 names, the search was conducted
and determined there were two reports responsive to the request. 
Those two reports are attached and have been redacted pursuant
to  N.J.S.A. 47:1A-1.1 unlisted telephone numbers and pursuant
to N.J.S.A. 47:1A-1 "a public agency has a responsibility and an
obligation to safeguard from public access a citizen's personal
information with which it has been entrusted when disclosure therof would
violate the citizen's reasonable expectation of privacy,"   therefore the
dates of birth have been redacted.
As these reports are being emailed to you there is no cost for
duplciaton pursuant to the Open Public Records Act. 
If you seek other records, please clarify your request to identify the
dates of the reports and the parties involved.

Department that went back to 2009 for the names of Rosaura Bagolie with
also Ketan bhuptani and/or  Sam Patel.  
If that is not what you are looking for, please clarify your request to
identify the records you seek.

"I’d like to amend my previous submission of the same to a specific time
from of 1/1/2010 and 6/10/2022.
