Records requested: Any and all records related to the investigation and arrest of Richard Knight on June 9, 2021 for the Possession and Distribution of Child Pornography, and Neglect of his own children including but not limited to any and all National Center for Missing and Exploited Children (NCMEC) complaints and complaint numbers, Investigation and Supplemental Investigation reports, arrest reports, and any and all reports and report numbers of any reports/communication made to the NJ State Police or to or from other local police departments, the Ocean County Prosecutor’s Office, related to the investigation and arrest of Richard Knight by members of the Plumsted Police Department and the OCPO on June 9, 2021. Included in the request would be any follow up investigations involving Richard Knight conducted by or assisted by the Plumsted Police Department.

It is an extraordinarily disturbing case where two children in Plumsted were neglected and abused for 6 months after 5 high priority Cyber-Tips were received by the Ocean County Prosecutor’s Office and sat on a desk. Dear Susan Smith,

Thanks so much for your efforts, Ms. Smith. This OPRA request was originally submitted nearly 2 months ago and I am completing a research project on the management of the National Center of Missing and Exploited Children Cyber-Tips by the NJ State Police. It took 6 months from the time 5 Cyber-Tips were received by the OCPO until the Knight children were rescued. As this request goes through attorney review I would respectfully request the review include an interview with the exceptional Plumsted detective who handled the Knight case and consultation with the the Plumsted Chief of Police, currently serving detective and the Mayor and township committee.

Ocean County Commissioners Vicari, Haines and Kelly were provided with all of the information regarding this case on August 5, 2023 and I spoke with them at the their public meeting on November 1, 2023. I hope to complete and publish my research by December 1, 2023. The goal of the research is to ensure the Cyber-Tips entrusted to the NJ State Police are more effectively managed by using the transparency afforded us by the OPRA by publicize the consequences of the mismanagement of the Cyber-Tips by the NJ State Police and other law enforcement agencies.

Do not defend the indefensible. I look forward to your response and compliance with the release of records in accordance with the OPRA. Kindly use this opportunity to professionalize your police department and other inspire local agencies in Ocean County. The OCPO has received over 1,000 Cyber-Tips from the NJ State Police since 2019, but my research so far has only uncovered a handful of arrests.
