This comes in response to your OPRA Request for
      "Records requested relate to RFP NO> 013-2019, PROFESSIONAL
SERVICES-SPECIAL COUNSEL;
 1) The names of any evaluation committee appointed to evaluate bid
proposals received with regard to this position. Please include the dates
that these evaluation committee members were appointed.
  2) Evaluation criteria and date stamped weights for the evaluation
criteria as set forth in the RFP.
  3) The evaluation criteria scores and notes on each bid as awarded by
each member of the evaluation committee.
  4)The evaluation committee's contract award recommendation.
  5)  on November 25 and December 6 20212 Karen Sullivan notified Mr.
Kantor Esq. of the need for  him to complete and submit
outstanding contract documentation 'in preparation for a contract award"
including the following forms a) Political contribution Disclosure Form b)
Stockholder disclosure certification c) Business entity disclosure form d)
State of New Jersey Division of Purchase and Property-Disclosure of
Investment Activities in Iran.  Please provide these documents and/or any
discussion notes or emails that transpired between Mr. Kantor Esq. and
either Karen Sullivan or Barry Lewis, per Mr. Kantor's request."
This request has been forwarded to those departments which may have
responsive documents, and due to the extent of the request, and office
staffing and the need to respond to all other  requests (including several
of yours), additional time (anticipated to be until March 9, 2022) is
needed to respond.

There are no documents responsive to your first 3 items. Please find
attached a copy of CCM 2019-7 from Barry R. Lewis Jr. recommending the
appointment of Special Counsel.  

As to your 5th item, another extension of time to respond to this is
needed.  We hope to have a response to you by Tuesday, March 15, 2022.

As these documents are being emailed to you there is no cost for
duplication pursuant to the Open Public Records Act.

After issuance of the RFP that is the subject of the OPRA, it was
determined that the Special Counsel Appointment had been made under a fair
and open process in August 2019 and that the intent was for a 1 year term
as authorized for professional services contracts by NJ Statute.
As a result, it was determined that the RFP for a Special Counsel
appointment in November/December was inadvertently and unnecessarily
issued and was withdrawn.
As a result, there are no further responsive documents.
